I always like a challenge...

This will do it, but possibly not very efficiently.  Anyone got a more
efficient solution?

REM SATISFY [day(trigdate()+1) <= 3] MSG Last day of month plus next two days.

Explanation: Trigger the reminder if *tomorrow's* day-of-month is 1, 2 or 3.
