[Remind-Fans] Release announcment, rem2ics 0.92

If someone would write a .deb (and a .rpm) file for it, I will gladly  
take it and add it to the package.

The dependencies are very straightforward.

It needs Perl5 and remind.  It's a single Perl script that can go  
anywhere in the execution path.
