There are a bunch of ways, but this one worked for me.  It assumes
that a two-week-on cycle started on 2023-09-02.

   REM FROM 2023-09-02 SATISFY [(($T - '2023-09-02') % 21) < 14] MSG Med

(You don't technically need the "FROM 2023-09-02" part if you don't care
what happens for dates before that day.)
