[Remind-Fans] Setting reminders for 4th Monday of the Month

I'm sorry to bother y'all, and I'm sure I just missed this somewhere, but I
have run into some problems attempting to get remind to trigger on a
reminder that occurs ever 4th Monday of the month.

I thought I could do something like this:

REM Mon SATISY week(trigdate()) == 4

However,  I cannot find a function in the manpage to return the number of
the week within the current month  (expressed above as week()) to me like
wkdaynum will return the number of the day within the current week.
