[Remind-Fans] Using RUN echo etc.

/bin/echo is the correct place for echo. Permissions problem, how might
that work? Sorry if that seems ignorant but I have huge gaps in my
knowledge of unix style OS, as I came to this late. Would that be the
permission of remind to use echo or my permissions?
