It seems likely that the official sources of these are legislation
passed in the respective Parliaments, as there's some variation of
positions from year to year.

It's pretty common for governments to have web pages that list the
annual statutory holidays, but until they start generating
electronically interpretable forms of this (e.g. - iCal format would
make a lot of sense), it'll take some kind of human intervention to
get at a list.
