You pretty much spelled out the solution:

REM 30 FROM 2010-07-30 UNTIL 2012-07-02 OMIT SAT SUN AFTER MSG whatever...

(I put the terminating date a couple of days after 2012-06-30 in case of
trouble from a weekend.)

But watch out for February...
