[Remind-Fans] OMIT not working for holidays

More specifically,
I have a recurring REM when has a start day on a Thursday and is
recurring using *7:
REM 20 Sept 2012 *7 AT 7:15 DURATION 2:15 MSG Appointment A
And Thanksgiving is defined as:
REM Thu Nov [Week_4] SCANFROM [_back(7)] SATISFY 1
OMIT [trigdate()] MSG %"Thanksgiving%" Day
REM Fri Nov [Week_4+1] SCANFROM [_back(7)] SATISFY 1
OMIT [trigdate()] MSG %"Thanksgiving%" (cont.)
Appointment A is on one file, the holidays are in another.
The remind command:
remind -c3 all.rem
shows an occurrence of Appointment A on Thanksgiving.
all.rem looks like this:
INCLUDE /remind_files/holidays.rem
INCLUDE /remind_files/reminders.rem
INCLUDE /remind_files/todo.rem
I'm not sure where to start, debugging this -- why is Appointment A not
omitted on thanksgiving?
