About a half hour after I wrote my e-mail, I figured out my answer.

rem 7 dec 2012 skip *14 scanfrom [trigger(today()-13)] satisfy 1
if (day(trigdate()) < 15)
  rem [trigger(trigdate())] msg party
endif

Remind is ***awesome*** .  I just wish I could sync it with my iTouch.
