[Remind-Fans] Moving trash day around when holidays occur on weekdays before

I've been butting my head against the formulation of an entry to
match our trash day.  The general rule is something like "Trash is
always picked up on your given day of the week (M-F) unless a holiday
(these are showing up properly as OMITs) occurs on a weekday on/before
your trash day, in which case your trash day moves the following day
(incl. Saturday)".

In the easiest case (I can do this one), if trash day is a Monday and
it's also a holiday, I use the AFTER and it moves to Tuesday.

But if my trash day is normally Thursday, and any of Mon/Tue/Wed/Thur
was a holiday, my trash day moves to Friday.

If my trash day is normally Friday, but there's a holiday any weekday
of the week (M-F), my trash day becomes Saturday.

Is there some way to scan backwards for any OMITs that occur during
the weekdays on/prior to a given trigger-date?
