Could you make it the other way round, i.e. install does not strip and 
provide a install-strip target? That's the GNU recommendation:

Also Debian carries a patch for a long time to not strip by default:

https://sources.debian.org/src/remind/04.00.03-1/debian/patches/do-not-strip.diff/

This is needed cause Debian saves the debug symbols into an extra 
remind-dbgsym package before stripping.
