!! Well, that is very weird.  The official rules state that the change
happens at 02:00:00 local daylight time, at least according to
https://www.timeanddate.com/time/change/canada/toronto

Either way, there's always going to be a window of ambiguity and the
only way to make the tests reliable is to avoid that window.
