This is in include/holidays/us.rem:

# If you live in Maine or Massachussetts, uncomment the next line
# REM Third Monday in April SCANFROM -7 ADDOMIT MSG Patriots Day

Tax day can never fall on Emancipation Day even following the normal rules,
so we don't need to special-case that.
