Aha!  Thank-you; I missed the "FROM".  Of course I ask "why do I need to
specify the day numbers here?".  These currently don't work but perhaps
they could work (just as they work very nicely in OMIT ranges):

  REM Second Friday FROM Feb 2024 UNTIL Apr 2024 ...
  REM Second Friday FROM Feb UNTIL Apr ...

  FROM: Incomplete date specification
