[Remind-Fans] Humble pie time - ancient bug uncovered

Hi, all,

I've just discovered a bug in Remind that has been around, near as I can
tell, for at least 28 years.  Time to eat humble pie. :)

The reminder:

    REM 29 MSG Trigger on the 29th of each month

will not trigger today (Feb 29 2024), even though it should.

This commit fixes it:

I'll be putting out a new release of Remind soon, with this fix and a
number of other changes and improvements.
