[RP-PPPoE] PAP Authentication NOT Working

Hi Guys ,
I have configured the RP's PPPoE Server for Chap Authentication and it
is working Fine .The issue is with the PAP Authentication.
I have configured the pppoe-server-options File in /etc/ppp and then
also configured the pap-secrets File .

But still it is throwing error saying that "PAP Authentication Failed" in plog.

Please find the below mentioned configuration of files.

require pap
ipv6 ::4,::8

####################
/etc/ppp/pap-secrets
user1 * ''password123"
####################
Do I need to still enabled some thing ??? OR configure some thing ??
