I have done it with my ubuntu pppoeconf.
then do bash

#!/bin/bash
for i in {1..300} # 300 is big sessions you want to test
do
cp /etc/ppp/peers/dsl-providers /etc/ppp/peers/d$i
echo "Run ppp$i"
pon d$i
sleep 2
done

I test with

ubuntu 9.04 server i386
pppoe-server (rp-pppoe 3.8) kernel mode
pppd 2.4.5
freeradius 2.1

with ram 512
get 200 sessions

but when sessions go to 300.
radius got terminated by user-request
so i wonder how many sessions pppoe-server can carry?
