I have no idea; it's a pppd issue, not a PPPoE issue.  You'd need to ask the
PPP maintainers.  And also, I know nothing about Ubuntu or Network Manager,
so you'd have to talk to the respective maintainers of those products
if you suspect they're the culprit.
