[RP-PPPoE] missing https://dianne.skoll.ca/projects/rp-pppoe/download/rp-pppoe-3.15.tar.gz

Hi,

It does exist now.

obviously github has those version tags we can use going forward, but 
I've dropped 4.0 in there anyway.  If anybody needs older versions 
(doubtful) give me and Dianne a should and I'll deploy as needed.

If it gets abused I might do similar rate limit things, but given 
existing traffic volumes I doubt any legitimate use of this will be 
noticeable for us.
