You could use a tag for that.  Eg:

REM 4 August TAG PALM MSG David and Norine's anniversary
REM Wed MSG Don't put this in the Palm file.

If you run remind -p on that in August, you get:

2004/08/04 * PALM * * David and Norine's anniversary
2004/08/04 * * * * Don't put this in the Palm file.
2004/08/11 * * * * Don't put this in the Palm file.
2004/08/18 * * * * Don't put this in the Palm file.
2004/08/25 * * * * Don't put this in the Palm file.

Other than for the -p format, TAGs have no effect on the reminder.
