[Remind-Fans] how to get rem to give me the times once and only once?

The trick is to enclose the message in a %"...%" pair and to leave the time substitution parameter outside, e.g., 
  
REM 20 Mar 2007 at 18:15 MSG %"Meeting%" %3 %
