[Remind-Fans] Remind using 12-hour time?

There is massive potential for confusion when ambiguity is introduced 
if users are allowed to drop 'am'.  Thus, if the following line was 
entered:

     REM 10 Apr 2008 AT 12:00 MSG ...

no-one would have any idea whether you were referring to 
2008-04-10T00:00, 2008-04-10T12:00 or 2008-04-11T00:00 (especially 
when some people erroneously believe that 12:00am means midday).
