The issue here is that you want a holiday on a *Sunday* to move a
reminder that's normally on a *Monday* and that's tricky.  It can be done,
but I don't quite follow the rules.

Are the rules as follows:  If the holiday is a Sunday or Monday, then
dustbin day moves to the previous Friday?
