[Remind-Fans] Second full week in October

Is there a way to have Remind show me "the second full week in October?"

I was a Healthcare Security Officer for about 25 years, and while I'm not
doing it now I still like being reminded of Healthcare Security and Safety
Week

But I can't figure out the math/logic.

(If I had math skills I'd be working in aerospace now. :D )
