I suppose I'd do something like

  SET lastDayHCSSW evaltrig("Sat Oct 14")
  REM [lastDayHCSSW-6] THROUGH [lastDayHCSSW] \
    MSG Healthcare Security and Safety Week

Or, if you're okay with it showing up as advance-notice in the
agenda view and only showing up on the last day of the week otherwise
(unless you use '-ca', but that gets too noisy for me), you could
use the more simple

  REM Sat Oct 14 ++6 MSG HCS&SW
