It works for me...

$ cat rep.rem
REM 27 jul 2007 +7 *1460 MSG test.

$ remind -dt rep.rem 2011-07-25
rep.rem(1): Trig = Tuesday, 26 July, 2011
Reminders for Monday, 25th July, 2011:

test.

Perhaps you forgot to account for a leap year? :)  Try 1461...
