CHANGES TO REMIND

* VERSION 3.3 Patch 7 - 2021-05-10

- MINOR FIX: Refuse to run "make test" as root --- it would fail
  anyway with an obscure message.

- BUG FIX: Remind would sometimes compute incorrect trigger date for:
  REM Tue 29 Feb MSG ...

- BUG FIX: Remind would sometimes compute incorrect trigger date for
  a date spec like: Tue 31 2021 MSG ...
