[RP-PPPoE] rp-pppoe plugin - receiving PADT's

Hi,

I've noticed that the rp-pppoe plugin (as part of pppd-2.4.4) doesn't  
deal with receiving PADT's - it ignores them entirely.  The rp-pppoe  
packate handles them fine - it's just the plugin that doesn't handle  
them.

Seems the function sessionDiscoveryPacket, while defined in pppoe.h on  
the plugin, doesn't actually having a matching function in the code,  
but it does in the standalone version.

Does anyone know why this is the case?  Is there something preventing  
handling PADT's in the plugin variant of the code so the code was  
ripped out?
