PPPoE is a layer-2 protocol.  It knows nothing about IP addresses.

No.  Your provide will simply publish a route for the block of static
addresses that uses the PPP link.  Although your PPP link is still
point-to-point, traffic for the block of addresses will still be sent
over the link.  It's then up to your computer to sort out how to route them.
