The patch file format has always 3 lines before the liens change and 3 
lines before.
Read more about the patch and patch file to understand its format.

>From what I've notice the patch was applied, but of course that one is 
actually is create on Debian PPPoE sources which also has additional patches.
09-... Is the ninth patch in the series in Debian sources.

To be sure you can check the patched file (in your case ./configure ) if 
was changed ok.
