[RP-PPPoE] RP-PPPoE 3.14-BETA-1 available

Hi,

I've applied all of the patches from наб and made RP-PPPoE 3.14-BETA-1
available.

Please note that I *NO LONGER USE* RP-PPPoE myself and have no way to test
this.  I'd appreciate it if people who do use RP-PPPoE could test it.
