Probably not for the client. You don't typically start PPPoE
directly; you would typically start a PPP interface using pppd, and
most distros already have that taken care of.
For the server, maybe, but since I no longer use RP-PPPoE myself, I have
no motivation to come up with a service file. I will take patches,
however. :)

I'll leave it up to the discretion of testers. If I don't hear anything
bad after a week or so, I will release 3.14 final.
