[Remind-Fans] Update re: Unicode and rem2html

Hi,

I've added a --utf8 command-line option to rem2html that makes it assume
UTF-8-encoded data on input and produce UTF-8-encoded data on output.
This flag also makes it write the <meta> tag indicating utf-8 character
encoding.

This should eliminate all the "Wide character..." warnings that it currently
produces.  You can try it out from git HEAD at
https://git.skoll.ca/Skollsoft-Public/Remind
