Lets learn a little something about your setup (Please confirm each):

1) You say, you have a router that connects to your DSL line, and that 
your isp requires PPPoE.

2) If you configure your router so it itself is running pppoe, and then 
from a client behind the router you ping some host, you get somewhere in 
the 38ms range.

3) If you de-configure your router for pppoe and set it up in bridge 
mode, and then run pppoe on your host behind your router, you get 
significantly higher ping times?

If 3 is really what you're doing, I would say that your router is the 
problem. Do you have a different device you can test again, say, another 
brand of dsl modem?
